Do Hong Kong universities round GPA the same way?

No — this group alone uses 2 different rounding rules for the cumulative average: rounded to 2 dp, truncated to 2 dp. Truncating instead of rounding can be the difference between sitting just above or just below a scholarship threshold, so it is worth checking your own university's rule.

Why does my friend at another Hong Kong university have a different GPA with the same grades?

Because the point values differ. Four courses at the second-best grade give 4.00 at City University of Hong Kong (A = 4.0 points) but 3.67 at Hong Kong Baptist University (A- = 3.67 points). Identical performance, different numbers.
